A transposing instrument is an instrument that sounds in a lower or higher key than its written key. Common examples of these instruments are the clarinet and trumpet in B flat and the horn in F. When we say an instrument is in B flat, it means that we hear a B flat when a C is played. See the Reading and Writing Music for Transposing Instruments article for more information.
